Director of Threat Assessment and Management

Primary Purpose of Organizational Unit

The Associate Vice Chancellor (AVC) for Campus Safety and Risk Management provides institutional oversight for the campus safety and risk management functions of the University, which includes the University Police Department; Environment, Health, and Safety (EHS); Emergency Management and Planning; the Threat Assessment program; and the Protection of Minors Program. This group is part of the Division of Institutional Integrity and Risk Management (IIRM).

Position Summary
The Director of Threat Assessment and Management leads the UNC-Chapel Hill threat assessment and management efforts, including a University-wide threat assessment team that encompasses both student and employee behavioral threat assessment. This will include the design and implementation of a comprehensive, proactive, multi-disciplinary, coordinated, and objective approach to identifying potential threats to and/or acts of violence on campus by members of the University community or by those not affiliated with the university, as well as identifying timely interventions and responses to those reports. The position is responsible for leadership related to the review, revision and development of related policies, procedures and practices that align with research, best practices, and industry standards.

The Director provides professional expertise conducting outreach, consultation, education, training, and promotion related to the program and associated topics. This position will train, consult, and collaborate with the divisions, departments, units, and appropriate campus colleagues on issues related to threat assessment and management. As the University subject matter expert in threat assessment and management, this position will be responsible for identifying and providing ongoing training to the threat assessment team and their alternates, ensuring the awareness of best practices and that researched-based assessment tools are used to conduct thorough threat assessment and threat management. Additionally, this position will collaborate with campus partners such as the Office of Human Resources, Equal Opportunity and Compliance, Student Affairs, and UNC Health on policies and procedures that intersect with threat assessment and campus safety.

This position will oversee and/or assist in the operational assessment and intervention of individuals or groups who may engage in behavior posing a potential threat to the safety of the campus community, including faculty, staff, students (including student organizations), and those not currently affiliated who may be referred for review. The position oversees the management of sensitive information, maintains timely and accurate records, produces reports, and organizes and disseminates case information.

This position develops strategic and operational plans for the program, manages execution, and measures results. This involves conducting programmatic evaluation and recommending policy and practice changes. The position manages objectives and work assignments for the area of responsibility by balancing business requests, analysis of data and incident reports and direct observation. In coordination with appropriate University units, this position is responsible for developing a plan for communications, outreach, and education to foster the University’s threat assessment and management efforts.

Minimum Education and Experience Requirements

Advanced degree and six to eight years of related experience are required.

Required Qualifications, Competencies, and Experience

  • Working knowledge of threat assessment and threat management theory and practice and experience in assessment and management of cases involving potential violence.
  • Demonstrated ability to review and interpret threat assessment tools and formulate interventions to minimize risk of violence and to provide crisis intervention and response, case management support in field/crisis settings, and information and referral. This includes the ability to develop strategic plans with benchmarking, assessment, and reporting, and the ability to analyze data, aggregate information, and conduct statistical analysis. 
  • Demonstrated ability to develop comprehensive and multi-faceted communications, awareness and education programs around topics of violence prevention for varied audiences.
  • Demonstrated ability to interact effectively with diverse individuals and groups to reach acceptable solutions to problems.
  • Demonstrated ability to think strategically and respond operationally to issues or situations posing a threat to safety of the campus community.
  • Demonstrated experience managing violence related cases and high-risk cases.
  • Strong oral and written communication skills.

Preferred Qualifications, Competencies, and Experience

  • Active Certified Threat Manager.
  • Experience within a higher education setting working with multi-unit, multi-disciplinary teams. An understanding of the unique environment and culture of higher education is preferred. 
  • Demonstrated ability to develop and manage projects that will involve complex and sensitive issues, knowledge of relevant laws and regulations and coordination with multiple departments. Knowledge of or the ability to quickly grasp the Family Educational Rights and Privacy Act (FERPA), the Clery Act, Title IX, the Violence Against Women Act (VAWA), and other statutes as they relate to threat assessment is essential. 
  • Experience in providing training and outreach to students and employees on such topics as suicide prevention, violence prevention, effective communication strategies, etc. 
  • Experience working with Microsoft Office products.
