We are recruiting for a highly skilled, technically proficient, Senior Financial Analyst to fill a brand-new role on the Finance team in Lakewood.
The ideal candidate will have strong interpersonal skills and a customer focus. They will bring a passion for technology, and will inspire confidence in others when it comes to innovation.
Reporting to the Finance Manager, this position will be the go-to and subject matter expert when it comes to the financial management system. This person will be relied on to assist in the development, implementation and ongoing monitoring of the system as well as:
- Reviewing interface transactions;
- Ongoing review of system data to ensure best practices and procedures are being consistently followed;
- Delivering agency staff training on the financial system as needed;
- Assist in developing and monitoring internal control policies and procedures to ensure fiscal accountability and compliance;
- Conducting internal audits of agency policies, processes and procedures;
- Preparing, reconciling, and maintaining assigned finance functions;
- Analyzing and preparing complex financial reports and statements in conformance with all regulations including Generally Accepted Accounting Principles.
Essential Functions

- Functions as the subject matter expert and technical resource for the financial management system; explains, interprets, and assures compliance with reporting and recordkeeping requirements and documentation of financial transactions and accounting regulations, laws, policies and procedures.
- Provides critical system analysis, expertise and support for the agency financial management system. Provides analytical support and training to end users; analyzes and tests system interfaces and financial modules; develops customized reports and queries; manages existing and develops improved work flows and processes. Tests, tracks and troubleshoots financial management system software issues.
- Works with Information Systems staff and vendors to resolve problems and develop solutions related to technology.
- Prepares, reviews, and monitors financial transactions for accuracy. Develops, prepares, and analyzes a variety of comprehensive financial and statistical reports for internal and external purposes.
- Assists in reviewing and developing internal control policies, procedures, and practices. Conducts internal audits to ensure policies and procedures are being followed. Makes recommendations for improvements as needed.
- Assists with audits and serves as a resource to Federal, State and private auditors.
- Assures accuracy and conformance with all regulations including Generally Accepted Accounting Principles (GAAP). Maintains and reconciles assigned general ledger accounts; identifies, researches, and resolves errors and discrepancies; analyzes problems, prepares complex journal entries, and assists in developing fiscally sound solutions and recommendations.
- Serves as Subject Area Advisory Team (SAAT) member on the regional ORCA Project relative to development of financial reporting and auditing processes; interfaces with the fiscal agent for settlement of regional fare collection transactions.
- Acts as mentor to departmental staff; assists in coordination of financial activities including accounts payable, payroll, general ledger, grant and fixed asset accounting; serves as a technical resource on complex accounting subjects.
- Cultivates innovation by working collaboratively with Agency staff to resolve problems and coordinate work efforts; develops new and more effective ways for the Agency to be successful.
- Demonstrates regular and reliable attendance.
- Performs other related duties as assigned.
Qualifications
Knowledge of and skill in applying:
- Generally Accepted Accounting Principles (GAAP), practices and procedures;
- Local, state, and federal laws and regulations;
- Automated financial accounting systems;
- Accounting structure, policies, and operating programs;
- Governmental fund accounting;
- Statistical and financial analysis/reconciliation;
- Internal control, cash control, audit, budget, and financial principles, practices and procedures;
- Financial management systems and implementation, workflows, and interfaces with other systems;
- Project management principles;
- Report and document writing techniques;
- Modern office equipment.
Skill in and ability to:
- Interpret and apply federal, state and local laws and regulations;
- Prepare, analyze and interpret a variety of complex financial documents;
- Prepare reports, presentations, training materials, and/or other related documentation and correspondence;
- Ensures regulatory compliance of assigned area;
- High level of computer and technical experience in financial management systems;
- Plan and organize work to meet changing priorities and deadlines;
- Audit, evaluate and recommend internal controls and interpret financial data;
- Problem solve;
- Maintain effective working relationships.
Minimum Qualifications Include:
- Bachelor's Degree in Accounting, Finance, Business Administration, or a related field
and
- Three years of increasingly responsible finance/accounting/IT experience;
or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Desired:
Governmental accounting, auditing, and financial management system administrator experience.
