JOB DUTIES:
- Provides administrative oversight of environmental health training programs for Public Health Protection and Safety (PHPS) and specific duties as assigned, e.g.,
- Evaluates, plans, and coordinates environmental health training for PHPS and assists with workforce development endeavors. Collaborates with PHPS leadership on environmental health training.
- Compiles data reports to assess program effectiveness. Designs, develops and prepares needed curricula, course outlines and learning objectives based on identified program needs. Monitors program expenditures against the budget and provides interpretative information to superiors. Assists in, or leads as directed, preparation for and participation in audits and auditing/correction of program.
- Plans, develops and administers the Environmental Health Strike Team program.
- Plans, develops, and administers the Environmental Health Strike Team (EHST) program. Develops and recommends program policies and procedures including reporting requirements and procedures, forms, spending allocations and other managerial prerogatives.
- Provides assistance and consults with local, state, and federal officials through complex problems and public health concerns in areas of EHST operations, training, and reports. Represents the organization before small KPH PROCOR EST: 10/7/20 and large organized groups and meetings as a technical expert in area of specialization. Serves as a program expert to provide technical advice and assistance to the Division, agency partners, and others in a professional, courteous manner. Maintains contacts with federal, state and local officials in an effort to achieve and maintain PHPS objectives. Provides technical support to State Health Operations Center as well as local, state and federal public health leadership on EHST field operations. Works with PHPS Preparedness Branch to foster effective and efficient operations.
- Provides training, outreach coordination, program coordination, material development and strategic execution. Develops, conducts, oversees and evaluates training for PHPS, local health department (LHD) Environmentalists, and local/state and federal ESF-8 partners as necessary. Evaluates training programs and needs.
- Develops, conducts, oversees and evaluates exercises for PHPS and LHD staff. Coordinates with PHPS/LHD leadership determining special considerations and outcome expectations. Ensures exercises meet HSEEP and federal grant requirements. Maintains appropriate records for participation in Emergency Management Assistance Compact. Participates in long-term recovery activities.
- Serves as a Rapid Response Team (RRT) member and supports RRT response and recover during foodborne illness investigations, outbreaks, recalls, tracebacks, trace forwards, as necessary.

MINIMUM REQUIREMENTS
EDUCATION:
Graduate of a college or university with a bachelor’s degree. EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration.
SUBSTITUTE EDUCATION for EXPERIENCE:
A master’s degree will substitute for one year of the required experience. Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.

Applicants and employees in positions which perform job duties that may require contact with offenders in the custody or supervision of the Department of Corrections or with youth in the care, custody, or supervision of the Department of Juvenile Justice must meet qualifications pursuant to the federal Prison Rape Elimination Act, 28 C.F.R.115.17 and 115.317. This job has an initial and promotional probationary period of 6 months.
WORKING CONDITIONS:
Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.
PHYSICAL REQUIREMENTS / JOB HAZARDS:
1. Current TB skin test indicating no evidence of communicable disease.
2. Possible contact with bodily fluids.
3. Possible physical management (lifting, balancing, maneuvering).
Additional Requirements:
• This position requires a clean drug screen prior to and randomly throughout employment.
