Primary Responsibilities Job Function:
Under the supervision of the Director of Child Development, this position is responsible for
planning, coordinating, and implementing a comprehensive child development program. This position has
responsibility for content area compliance
within Disabilities and Mental Health in accordance with funding source requirements, ADA (Americans
with Disabiliti es Act), IDEA (Individuals with Disabilities Education Act) and supervises assigned staff
and collaborates with managers within all departments in the conduct of his/her duties and responsibilities.
Collaborates with public school systems, Early Intervention Provider and other service providers to
develop agreements regarding services for children with disabilities.
Essential Functions:
1. Supports Community Action Council's mission, vision and values. (E)
2. Ensures child development services meet local, state, and federal requirements
implementing systems and strategies to develop and increase program outcomes.

3. Ensures compliance through monitoring, compiling and analyzing program
statistical information using child/family database, assessment data and other
sources. (E)
4. Provides guidance and direction for outcome-based mental health and
disabilities service delivery in Head Start, Early Head Start and Migrant Head
Start. (E)
5. Ensures preparation, implementation and integration of written disability and
mental health service area plans and develops guidelines in accordance with
regulations set forth by HHS/ACF, State and local guidelines. (E)
6. Assists in the development, implementation and monitoring of all program budgets.

7. Assists in the completion of all funding proposals. (E)
8. Works closely with Local Education Agencies (LEA) and Early Intervention
Provider (First Steps) to arrange/provide special education and the related services
necessary to foster the maximum development of each child's potential and
facilitates participation in the child development program. (E)
9. Ensures that a minimum of ten percent of total enrollment opportunities are
available to children with disabilities. (E)
10. Coordinates and participates in the development and implementation of an
Individualized Education Program (IEP) or Individualized Family Service Plan
(IFSP) to provide appropriate special services for each child who is diagnosed with
a disability. (E)
11. Ensures and facilitates mainstreaming of children with disabilities into education
program through regularly scheduled monitoring and hands-on technical
assistance. (E)
12. Ensures provision of needed equipment,supplies and supportive
services/treatment for each child and family needing special services. (E)
13. In collaboration with the Training and Professional Development Manager,
Children's Services Coordinators and Head Start Programs Partnership Directors,recommends or provides specialized and ongoing training and
technical assistance to meet program goals. (E)
14. Prepares interagency agreements and memorandums of understanding for
partners providing Head Start services and ensures accordance with all funding
source requirements. (E)
15. Processes and reports on all non-federal in-kind for partners and other funding
source requirements. (E)
16. Assists with the annual Head Start programs self-assessment, strategic planning,
annual planning and third party reviews as required by funding source and Council
requirements. Develops, monitors and compiles result-oriented program outcomes
in accordance with the Council's Strategic Plan, Annual Plan and Results Oriented
Management and Accountability (ROMA) plan. (E)
17. Serves on committees and attends meetings as required by funding sources as
directed by the Director of Child Development. (E)
18. Ensures team collaboration among staff, creating a supportive work environment
including accessing resources, staff training and community development. (E).
19.Researches and recommends curriculum, assessment and screening tools. Keeps
abreast of research and new developments in the field of child development. (E)
20. Ensures all Head Start programs classrooms conduct Environmental Rating Scales
and CLASS assessments and develops program strategies to increase or maintain
high scores ensuring program quality. (E)
21. Drafts Invitations to Bid (ITB) annually to designate child development vendors
for the Council 's child development operations. (E)
22. The position assumes the responsibilities of the Director of Child Development
in his/her absence. (S)
23. Performs other duties as assigned to meet program outcomes. (S)

Minimum Physical Requirements:
1) Bachelor Degree in Early Childhood
Education, Child Development or Early
Childhood Special Education, Psychology,
Sociology or specific licensure in a
therapeutic discipline required.
2) Two (2) years of relevant experience
required.
3) Must demonstrate excellent interpersonal and
communication skills including working as part
of a team, leadership ability, budget management
and staff supervision.
4) Must demonstrate excellent business English
writing skills.
5) Must have excellent organization and time
management skills.
6) Knowledge of the Head Start Performance
Standards, Kentucky Childcare Regulations,
STARS and Early Childhood Accreditation
programs.
7) Computer literacy, including word processing,
spreadsheets, databases, and internet and e
communications are highly preferred.
8) Knowledge of the application of the
information systems technology to the
gathering, analysis and reporting of program
activities and outcomes is highly preferred.
9) Bilingual in English and Spanish is desired.
