The City of Owensboro, Kentucky is seeking qualified applicants for the following full-time, non-civil service position:

The City of Owensboro is seeking a progressive, experienced, and dynamic executive leader to serve as City Manager. With a population of more than 59,000, Owensboro is the fourth largest city in the Commonwealth of Kentucky and the industrial, medical, retail, and cultural hub of western Kentucky. Owensboro, strategically located along the banks of the Ohio River, is proud of its ongoing downtown revitalization, including the world-renowned Smothers Park, its nationally recognized schools, public and private colleges and universities, the upcoming opening of the Bluegrass Hall of Fame & Museum, festivals, wide range of parks, recreational areas, and cultural events.

The City of Owensboro operates under a City Manager form of government with the City Manager reporting directly to the Board of Commissioners, consisting of four elected part-time City Commissioners and one part-time Mayor. The City Manager is responsible for planning, directing and managing the activities of all City operations and functions, recommending and implementing programs and policies established by the Board, and providing ongoing leadership and direction for the efficient operation of city government while building broad communities of interest among multiple stakeholders.

Successful candidates will have a demonstrated history of achievement as a visionary leader promoting innovation to facilitate change. The City Manager will have a strong executive presence and the ability to cultivate collaborative relationships for growth and community development. With a General Fund Budget of $51,467,056 and an All Funds Budget of $115,371,001, this position will require significant experience in setting priorities and allocating resources to successfully implement a diverse array of projects and operational priorities. This position offers a competitive salary and benefit package. Salary will be commensurate with experience. A thorough background check will be conducted.

Bachelor’s degree required, Master’s degree preferred in Public Administration, Business, Finance, Human Resource Management, Organizational Communication, or similar field of study; Seven (7) years of focused leadership experience in a senior level position, preferably within a local government or public setting.
