JOB SUMMARY
This is a technical position within the Engineering Department. Work involves technical engineering tasks associated with the planning, construction, and maintenance of public works. Duties may include performing inspections of public works projects and/or repairs; computer assisted design engineering drawings, and operating survey instruments. Professional direction and supervision is received from the City Engineer.
ESSENTIAL JOB DUTIES/WORK PERFORMED
- Observes installation of public improvements and public works projects to assure conformance with plans, specifications, standards and regulations.
- Maintains precise daily records of inspection findings, quantities and construction progress.
- Conducts quality control tests and inspections to insure public improvements are being constructed, installed, reconstructed, or repaired in conformance with applicable ordinances, specifications and standards.
- Drafts or sketches preliminary and final drawings as guides for drafters or engineering designers.
- Operates levels and total station equipment in performing location, topographic, and construction layout survey work.
- Represents the City Engineer as a resident inspector of public improvements.
- Performs related work as required.
REQUIRED KNOWLEDGE AND SKILLS
- Working knowledge of methods, materials, practices, techniques, tools, and supplies used in public works construction.
- Working knowledge of safety practices, regulations, principles, protocol and procedures associated with construction.
- Working knowledge of methods, principles, practices, procedures and techniques as they pertain to surveying.
- Working knowledge of methods, principles, practices; procedures and techniques as they pertain to AutoCad & ESRI GIS.
- Ability to make accurate technical computations involving basic math, trigonometry and geometry.
- Ability to read and interpret engineering drawings and specifications.
- Ability to establish and maintain effective working relationships with fellow employees, contractors and the general public.
ESSENTIAL FUNCTIONS & PHYSICAL ABILITIES
- Ability to work long hours outdoors, occasionally under adverse weather conditions.
- Ability to read, speak, write and understand English to communicate effectively with fellow employees, contractor and the general public by telephone, two-way radio, written format and face to face.
- Physical ability to traverse variable terrain conditions not accessible by vehicle including, but not limited to, steep slopes, unlevel grades and heavily vegetated areas for the purposes of site review, surveying, and construction inspections.
- Physical ability to perform inspections and quality control testing of asphalt, soil, aggregates, concrete, and other construction materials. Work may involve walking long distances, digging with shovels and carrying equipment and samples.
- Ability to bend, stoop, lift and carry up to 75 pounds for sampling and testing construction materials.
- Ability to lift and pound hubs into the ground with an eight-pound sledgehammer.
- Must not pose a direct threat to the health to safety of other individuals in the workplace or individuals encountered during work.
QUALIFICATIONS
- High school diploma.
- Graduation from an accredited college or university with an Associate Degree in engineering technology or 3 years of experience in public works construction.
- Experience in CAD drafting, total station surveying, materials testing, and construction design or inspection desirable.
- Must have valid Iowa driver’s license.
WORKING CONDITIONS
- Works in an office environment and out in the field – may be exposed to adverse weather
- Works a standard workweek
- May be required to work some overtime upon demand of workload
