Department: City Manager’s Office

Employment Status: Permanent - Full Time - Non-Exempt

Schedule: Wednesday-Sunday

Availability to work nights and weekends.

Compensation: Grade 7: Salary range starting at $20.96


POSITION SUMMARY

The City of Morgantown is hiring a dynamic and experienced leader to serve as the Lead City Ambassadors and to continue to build on the success of the Ambassador Program. The Ambassador program aims to help create a safe and welcoming environment for everyone who lives, works, and visits the downtown and Hazel Ruby McQuain Park areas. City Ambassadors adhere to the four pillars of service: Public Health & Public Safety, Beautification, Hospitality & Tourism, and Business Liaison. All ambassadors will engage actively with the public in a friendly and professional manner, provide tourism information, attend events, and direct people to resources when aid is needed. Ambassadors will also help keep areas clean and safe with litter removal and other duties as assigned. The Lead City Ambassador coordinates with volunteer groups, supervises City Ambassador staff and volunteers, develops and presents program reports, creates work plan and metrics for the program and team. The Lead Ambassador contributes to the hiring, scheduling, assigning, training, and remediation of all Ambassador staff. The Lead City Ambassador ensures staff understand and can explain city policies and procedures as well as report ordinance violations. The Lead City Ambassador ensures staff are present and ready to assist at downtown events and represents the city favorably and both establish and maintain effective working relationships with those contacted in the course of the work.


ESSENTIAL DUTIES – KNOWLEDGE – SKILLS – ABILITIES

  • Oversees operations of the Ambassador program by hiring and training staff, developing work schedules, creating metrics and program goals, etc.
  • Serves as the regular point of contact for correspondence with partners and community organizations.
  • Coordinate with community partners for large clean up events, tours, and more.
  • As a liaison, report compliments, concerns, issues, observations, and recommendations from business owners to City Management.
  • Compile/collect daily Ambassador Logs and Business Check-in sheets for accountability.
  • Actively acknowledge pedestrians with a friendly greeting and identify visitors to provide directions, information and recommendations throughout the downtown Morgantown and wharf areas.
  • Serve as first to scene when required and contact appropriate EMS and/or Police assistance.
  • Reports suspicious and illegal activity.
  • Report code violations, health concerns, and structural dangers by contacting appropriate departments.
  • Identify individuals who need assistance and provide referrals for services and assistance.
  • Remain calm, focused, and compassionate in stressful situations.
  • Provide safety escorts when requested.
  • Keep program metrics, compile quarterly reports and publications using this quantitative and qualitative data.
  • Ensure supplies including uniforms and equipment are in stock/ordered when needed.
  • Assist with public events. Assign and oversee coverage for most or all downtown and wharf events.
  • Assist/assign the safe and seasonal openings and closings of public restrooms.
  • Provide daily litter and cigarette removal.
  • Exhibits natural ability to trouble shoot and problem solve.
  • Other duties as assigned.
  • Knowledge of downtown Morgantown and the surrounding area is strongly preferred.
  • Be knowledgeable of events and happenings in the area. Plan and promote accordingly.
  • Ability to work and interact with the public in a friendly and professional manner.
  • The proven ability to construct, develop, organize, lead, direct, instruct, inspire, remediate, build rapport, exercise diplomacy, act as a liaison, problem solve, and seek conflict resolution.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • This position requires frequent exposure to physically demanding, unpleasant, strenuous and/or hazardous elements.
  • Exposure tolerance to all outdoor environmental conditions that may be experienced year-round in the area.
  • Must be able to bend, twist, lift, and carry objects weighing up to 40 lbs.
  • Ability to stand up and walk for up to 8 hours during a shift. This often results in walking 5+ miles a day.

USE OF TECHNOLOGY & EQUIPMENT

  • Position requires daily use of computers for data entry and use of the telephone, radios, fax machine, copier, etc.
  • Uses various types of technology in order to record and report observations.
  • Use of devices to add with clean up activities.

CONTACT & SUPERVISION

  • Position involves frequent internal contact and regular contact with outsiders generally on routine matters, including contacts with irate outsiders which require some public relations skill for taking complaints for others to follow up upon.
  • This position supervises up to two full time equivalent City Ambassadors and/or volunteers.
  • Reports to the Assistant City Manager.

Requirements:

MINIMUM REQUIREMENTS

Education:

  • Associates degree in related field such as business administration, public administration, human services, social work, etc.

Certification/License:

  • Successful completion of City Ambassador, CPR, and other trainings as required (within 90 days of hire).

Experience and Required Skills:

  • 4-6 years of experience.
  • Experience working with volunteers and developing initiatives.
  • Positive demeanor and professional communication skills.
  • Equivalent combination of education and experience may be considered.


PREFERRED QUALIFICATIONS

  • Experience in the hospitality or tourism industry.
  • Work with public sector and/or social service agencies.
  • Management, supervision, program directing or design
