Job Description

General Definition of Work

Performs work conducting a systematic internal audit of random resident file samples to ensure compliance with Public Housing, Housing Choice Voucher, Low Income Housing Tax Credit, Multifamily Housing, Procurement, and Family Self-Sufficiency program requirements, conducting follow-up quality control inspections for Housing Choice Voucher program unit inspections, reviewing Section 8 Management Assessment program files for required documentation and calculations for accuracy and preparing reports on the number and nature of errors, and other work as apparent or assigned.

This position reports to the Vice President of Operations.

PAY: $20.67 - $28.94 PER HOUR

· Conducts a systematic internal audit of random resident file samples to ensure compliance with Public Housing, Housing Choice Voucher, Low Income Housing Tax Credit, Multifamily Housing, Procurement, and Family Self-Sufficiency program requirements; conducts follow-up quality control inspections for Housing Choice Voucher program unit inspections; reviews Section 8 Management Assessment program files for required documentation and calculations for accuracy and prepares reports of the number and nature of errors.

· Monitors Project Information Center reports monthly for Section 8 Management Assessment program.

· Monitors HDS NextGen program for Low Income Housing Tax Credits to ensure participant information is correct and up-to-date, and

· Serves on the Safety Committee on a monthly basis.

· Reviews procurement solicitations, contracts, agreements, and modifications for completeness and compliance with RRHA procurement policy and procedures, HUD, and Commonwealth of VA procurement regulations.

· Oversees systematic internal audit of random procurement file samples to ensure compliance with RRHA policies and applicable Federal and State regulations consistent with the Department of Housing and Urban Development and Commonwealth of Virginia regulations.

· Inspects maintenance shops at RRHA properties for compliance with VOSH standards on a random basis and inspects playgrouds at RRHA properties for repairs needed on a quarterly basis.

Minimum Qualifications

High School Diploma or GED and three (3) years experience performing quality assurance functions in assisted housing programs, two (2) years of experience in a supervisory role, two (2) years of experience in public sector procurement, or a combination of equivalent education and experience.

Preferred Qualifications

Bachelor’s degree in Business Administration, Public Administration, Social Work, or a related field; and moderate years of experience performing quality assurance functions in assisted housing programs, or an equivalent combination of education and experience. Public procurement experience is also desired.

Special Qualifications

Obtains Housing Choice Voucher, Public Housing, Multifamily Housing and Low Income Housing Tax Credit certifications.

Obtains Public Housing Manager and Housing Choice Voucher Rent Calculation certifications.

Obtains passing status in Procurement and Contract Management trainings.

Valid driver’s license in the Commonwealth of Virginia.
