Scope: Oracle DBA (Data Engineer L4)

Primary Place of Performance: Springfield, VA.

Security: Contractor personnel are required to have active TS/SCI clearances for access to NGA facilities, when performing duties within classified environments, and for access to classified NGA computer systems. Contractor personnel are subject to initial and random CI polygraphs at any time, depending upon position requirements for each supported task; successful completion is required for the Contractor's individual employees' employment and performance. Please refer to the base ID/IQ SOW.

Annual Mandatory Training: All Contractor personnel are required to complete NGA-provided annual or other mandatory training courses, which are available as computer-based training (CBT) or instructional presentations. Contractors shall complete CBTs within 30 days of initial assignment and annually thereafter and attend instructional presentations in accordance with schedules published throughout the year.

Labor Category: Insider Threat Engineering Specialist - Data Engineer

Work Description: Support the Insider Threat Engineering Division (SIIE). Data Engineers develop the data warehouse to enable storing and retrieval of Insider Threat data. Data Engineer ingest data from internal and external sources and present that data for analytics and business intelligence. Data Engineers also main and administer application-specific databases. The Data Warehouse is currently implemented with the Data Vault 2.0 specification. The Data Warehouse and most databases are currently implemented on an Oracle DBaaS platform that is managed separately from this contract.

Job Description:

Support (NGA Campus East (NCE) – Springfield, VA, and NGA Campus West (NCW) – St. Louis, MO): The contractor shall provide DBA support to the SIIE Division:

· Design the logical data relationships and query structures of new databases considering factors such as access methods, access frequency, storage media, data volatility, query requirements, and operating environments to support insider threat detection application software and data analysis. Databases are implemented and/or sustained per application requirements.

· Develop logical data models translated into workable physical database schema and structures in the database development process to support insider threat detection application software and data analysis.

· Design enterprise database strategies for functions such as backup, recovery and migration or to correct extremely complex operational and performance.

· Evaluate data sets and engineer solutions for integrating into the Data Warehouse

· Sustain existing Data Warehouse and application databases.

· Perform daily database administration functions such as developing queries and reports based on customer requirements, modifying, or developing database views, and managing backup and recovery operations.

· Modify systems and database configurations to correct problems that affect the confidentiality, integrity, and availability of data.

Required Qualifications:

· TS/SCI security clearance. Must undergo a CI Polygraph.

· Bachelor's Degree or equivalent experience in related field.

· Possess a minimum of five (5) years of experience in Application Software and Extract Transform Load (ETL) and/or Data, Database and/or Data Warehouse implementations.

· Possess experience with SQL and SQL Plus.

· Possess experience building and scheduling data integration scripts that automat ingest of data from multiple sources (Oracle, SQL, Postgres).

· Possess experience using data Extract Transform Load (ETL) applications

· Must have intermediate level proficiency in MS office products. (Word, Excel, PowerPoint, Outlook)

· Certified in Data Vault 2.0
