Job Description
Job Title:  Assistant District Manager II 

Position Summary 

The Assistant District Manager II (ADMII) is an administrative position working under the direction of the District Manager.  In the absence of the District Manager, the ADMII is responsible for directing all operations, services, and functions assigned to and provided by the company to the Community Development Districts (CDD) being serviced and the necessary associated office and field operation functions. 

Essential Job Functions 

This position has two primary functions or areas of responsibility: one which outlines those that pertain to serving as Assistant District Manager II for the CDD being serviced by the company; the second working under the direction of the Controller in processing of invoices and to administer any functions related to the business as requested by the Controller. Those job functions for this position include but are not limited to the following:   

·         Prepare CDD meeting agendas and attend CDD meetings when requested by the District Manager. 
·         Annually review district budget revisions as prepared for assigned communities. 
·         Handles insurance claims on behalf of the districts assigned. 
·         Responsible for proper preparation of all district invoices and payment of any insurance invoices issued to the districts. 
·         Maintain strict adherence to the budget calendar of events as prepared by the State of Florida. 
·         Work with staff to assure that the permanent and legally required data is backed up and preserved in all computerized systems utilized by the districts in accordance with Florida statutes. 
·         Prepare Requests for Proposals to obtain professional services necessary for the district’s functions such as attorneys, accounting firms, engineering firms or others as are necessary. 
·         Assist with the responsibly of public relations for the districts and prepare appropriate releases of concern or interest for the District Manager to review and approve. This duty also includes all notices and advertisements as required by law. 
·         Handle correspondence on behalf of the districts when appropriate. 
·         Handles insurance claims on behalf of the company for any assigned districts. 
·         Responsible for proper payment of insurance invoices issued to the company. 
·         Work with staff to coordinate work, establish priorities, exchange information, etc. 
·         Support all divisions of the company and assist as needed. 
·         Performs other duties assigned by the District Manager. 
 
Minimum Qualifications and Required Knowledge, Skills and Abilities 

Experience:  Two (2) years’ previous experience in CDD Administration is desired. A broad range of administrative and management experience is desirable in areas including, but not limited to: financial management and budgeting, human resources, district administration, capital expenditures and public relations. 

Education: Bachelor’s Degree in Business or Public Administration desired but other areas of study is acceptable. Masters Degree in Public Administration, Business or closely related field is preferred. 

Equivalency:  An equivalent combination of experience and education may be substituted. 

Knowledge, Skills and Abilities: Candidates shall possess and demonstrate the knowledge, skills and abilities to perform the job as outlined in the above summary and following list of expectations but not limited to its content: 

1.    Considerable knowledge of and the ability to apply good supervisory practices, office protocols and ethical standards. 
2.    A high degree of familiarity with financial reporting, budgeting, cash and debt management, fund and cost accounting, taxation formulas and processing, billing, purchasing and payroll procedures. 
3.    Skills in the operation of computerized networking, word processing, computers, data processing systems and a large variety of software applications. 
4.    Self motivation and the ability to prioritize and work independently on multiple and varied tasks. 
5.    Ability to maintain multiple and complicated records and databases and to generate accurate reports from the same. 
6.    Ability to mediate and resolve problems effectively and efficiently with or without assistance from others. 
7.    Superior ability to exercise sound judgment and tact when responding to problems or making decisions. 
8.    Strong oral and written communication skills. 
9.    Ability to perform under time sensitive demands. 
10.  Excellent leadership and inter-personal skills necessary to establish and maintain effective working relationships with CDD Boards and committee members, district staff and the general public. 
11.  This position also requires the possession of a valid driver’s license and, in order to meet bonding requirements, the candidates must submit to a background check. 
 
Reports Directly to:                 District Manager 

Review responsibility:             Annually by the District Manager.

An employee in this position spends the majority of time in an office setting with a controlled climate where they sit and work on a computer, communicate by telephone, email or in person, and move around the office or travel to other locations to attend meetings.  

An employee in this position is required to visit building and construction sites with treacherous terrain, requiring the employee to traverse uneven ground, climb up or crawl down to access the site, and may involve fumes, dust, chemicals or other hazardous materials, loud machinery and equipment and other dangers associated with construction sites.  An employee in this position must have the strength, stamina and physical coordination needed to gain access to the construction project sites described above.
