Job Description

Title: Program Manager

Location: NASA Langley, Hampton, Virginia

Key Responsibilities:

The objective of this role is to manage the administrative support services contract at NASA's Langley Research Center (LaRC) in Hampton, VA. Program Manager (PM) will be the primary point of contact on behalf of PBG Consulting to the Contracting Officer Representatives (COR) at LaRC. PM will be responsible for managing administrative support staff, including performance, behavior, and morale within the contractual constraints to meet the customer goals and expectations. PM will be responsible for overall contract oversight and ensuring that all administrative tasks listed in the Statement of Work (SOW) are performed with a high level of customer service and accuracy. The candidate will execute the management plan, ensure compliance with quality assurance standards, meet customer and company performance standards, and maintain intimate knowledge of the Department of Labor and NASA regulations, policy, and process, implementing and blending that with PBG's.

  • Supports LaRC as Program Manager for administrative/secretarial services and staff, implementing and executing the management plan as approved by NASA.
  • Supervises the contract Training/Supervisor Specialist at GRC ensuring that all training objectives are met.
  • Supervises 20+ administrative professionals across most organizations at LaRC, including coordinating and approving timesheets and leave.
  • Serves as the primary contract manager and shall be the authorized interface with the Government Contracting Officer (CO), Contracting Specialist (CS), the contract level Contracting Officer's Representative (COR), and NASA organizations Technical Management Representatives (TMRs).
  • Responsible for staff performance at LaRC, including staffing the contract and onboarding new administrative personnel.
  • Responsible for enforcing work standards, assigning contractor schedules, reviewing work discrepancies, and communicating policies, purposes, and goals of the organization to subordinates.
  • Documents employee performance throughout employment term, creates employee specific performance logs, enforces company policy, escalates performance issues to implement Performance Improvement Plans (PIPs), and coordinates employee separation with Company through Human Resources.
  • Executes Company's business plans and objectives, as well as plans related to a successful execution of contract, including quality control, financial management, risks/issues/opportunities tracking, and other project management activities.
  • Collaborates with other supervisory staff on deliverables and employee management.
  • Other duties as assigned by management.

Required Qualifications:

  • A minimum of 5 years of experience in management, specifically experience as contractor or government project/program manager.
  • Experience in sourcing, down-selecting, and interviewing qualified candidates.
  • Experience working with multiple government task leads and project team leads.
  • Experience implementing quality control processes and auditing quality standards.
  • Experience with Service Contract Act (SCA/SCLS) and its enforcement and implementation on Federal contracts.
  • Bachelor's degree in management or related field.
  • NASA experience (preferred).
  • PMP Certified (preferred).
  • US Citizen.
