GENERAL DESCRIPTION OF POSITION

The intent of this description is to provide a representative summary of the major duties and responsibilities performed by employees on this job. Employees may be required or assigned other related activities, projects, or tasks other than those specifically presented in this description. Under the general direction of the Director of Customer Service and Shared Services, performs professional work involving considerable tact, skill and difficulty overseeing a broad range of administrative functions related to human resource management, employee selection, employee development, training, employee relations, benefits, safety, compensation and related areas. Manages the human resource and safety departments in accordance with OMU policies and procedures.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Reviews policies and procedures to ensure compliance with applicable regulations. Develops and recommends new or revised policy and procedures.
  2. Identifies legal requirements and regulations affecting OMU human resource functions and ensures policies, procedures and reporting are in compliance.
  3. Helps develop and maintain a human resource information system that meets information needs of the department and the organization.
  4. Prepares, recommends and maintains human resource related records and documents as required by law and to meet the needs of OMU.
  5. Oversees the development and implementation of safety and health programs and policies to ensure compliance with applicable regulations and company standards. Keep up to date on current developments in a variety of safety programs. Research and analyze trends in safety.
  6. Manages personnel selection and recruitment including interviewing, Civil Service testing, background checks, medical screens, etc.
  7. Plan and conduct employee onboarding to foster positive attitude toward the OMU mission.
  8. Plans and/or conducts human resource related training.
  9. Advises management in appropriate resolution of employee relations issues. Coordinates OMU disagreement process.
  10. Maintains effective communications with employees. Responds to inquiries regarding policies, procedures and programs.
  11. Coordinates employee disciplinary action and termination process.
  12. Manages employee-related programs including performance management, workforce planning, employee relations, and drug and alcohol program.
  13. Directs payroll and administers compensation program to ensure compliance and equity within the organization. Conducts and participates in wage surveys to help determine competitive wage rate.
  14. Oversees and administers benefits programs such as health, life, dental, vacation, sick leave, disability, workers compensation, wellness, chronic care, and employee assistance. Manage and oversee benefit program brokers.
  15. Prepares reports and presentations and human resource operational budget.
  16. Represents OMU at personnel-related hearings and investigations. Responds to information requests.
  17. Prepares and reviews bids and RFPs.
  18. Oversees, maintains and administers affirmative action program. Files reports and maintains records.
  19. Attends meetings, training, and represents OMU at outside functions and within the community.
  20. Champions and ensures organization's adherence to all OMU Health & Safety policies, regulations and programs.
  21. Manages the worker's compensation program and claims.
  22. Identifies legal requirements and regulations affecting OMU safety functions and ensures policies, procedures and reporting are in compliance, including preparing, recommending and maintaining safety related records and documents as required by local, state, and federal law and to meet the needs of OMU.
  23. Oversees the development and implementation of safety and health programs and policies to ensure compliance with applicable regulations and company standards.
  24. Complies with federal, state, and local legal requirements by studying existing and new legislation related to payroll, benefits, staffing, and training; enforcing adherence to requirements; advising management on needed actions.
  25. Perform any other related duties as required or assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

Broad knowledge of such fields as accounting, marketing, business administration, finance, etc. Equivalent to a four year college degree, plus 5 years related experience and/or training, and 4 years related management experience, or equivalent combination of education and experience.

COMMUNICATION SKILLS

Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents; ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to prepare and interpret bar graphs.

CRITICAL THINKING SKILLS

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

RESPONSIBILITY FOR WORK OF OTHERS

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

Supervises a small group (3-7) of employees, usually of lower classifications. Assigns and checks work; assists and instructs as required and performs same work as those supervised, or closely related work, a portion of the time. Content of the work supervised is of non-technical nature, but presents numerous situations to which policies and precedents must be interpreted and applied.

Supervises the following departments: Positions Supervised: Senior HR Generalist, HR Generalist, Payroll Administrator, Senior Safety & Health Specialist, and Safety and Health Specialist

RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT

Regularly responsible for funds, building premises, inventory, or other property owned, controlled, or leased by the organization and, in addition, may have temporary custody and responsibility of patron property, which through carelessness, error, loss, theft, misappropriation, or similar action would result in very important monetary losses to the organization. The total value for the above would range from $1,000,000 to $10,000,000.

ACCURACY

Probable errors would normally not be detected in succeeding operations and could possibly affect organization-patron relationship, involve re-work, or additional expenditures in order to properly resolve the error. ADDITIONAL INFORMATION

Knowledge and Abilities

Bachelor's degree in Human Resources, Industrial Relations Management or related field of study required. Comprehensive knowledge of human resource management, benefit and compensation programs, law and practice is essential along with extensive safety program management experience. Strong organizational and communications skills needed. Ability to establish and maintain effective relationships with management staff, employees and the public required. Excellent interpersonal and coaching skills needed. Must have ability to practice a high level of discretion and confidentiality.

Experience

Minimum of five years' experience in human resources or closely related field in addition to experience in managing a company safety program or relatable safety experience.
