Job Description
Position Title:
Clinical Supervisor

Reports To:
Executive Director

General Purpose:
The Clinical Supervisor is responsible for the day-to-day clinical operation, quality management and supervision of the OASAS Part 820 Intensive Residential Services and HUD clinical case management. Responsibilities also entail monitoring and participating in related program services including but not limited to Home and Community Based Services (HCBS), quality assurance, program evaluation, staff education and in-service training. In the absence of the Executive Director, the Clinical Supervisor is responsible to assume some management responsibilities in collaboration with the Director of Operations/Quality Assurance.

Essential Functions:
  • Develop semiannual performance plans that will assess clinical program needs, evaluate prior year’s performance against plan to determine goals for upcoming year by utilizing feedback from internal systems.
  • Complete, in a timely manner, monthly, quarterly and annual reports as required by funding sources, grants, and administration.
  • Provide monthly census reporting to ensure service delivery targets are met according to industry standard and program projections as required by OASAS and HUD.
  • Maintain a working knowledge of all applicable regulatory and contractual obligations for staff and program as it relates to service delivery for HUD and OASAS.
  • Supervise Clinical Coordinators in chart auditing and assessing the quality of services from assessment through discharge.
  • Lead and attend Interdisciplinary meetings which shall include Interdisciplinary Case Conferences and monthly joint clinical staff meetings with both men and women’s facilities.
  • Grow existing family program that will facilitate family reunification and incorporate the entire identified family in services including but not limited to family therapy and counseling.
  • Grow and develop new opportunities with external agencies including but not limited to OASAS, state and federal probation TASC, ACS, Drug Courts and other current and potential referral sources.
  • Clinical Supervisor shall supervise Clinical Coordinators, Case Managers, CRC, RN, CASAC, CASAC-T, LMSW /LCSW’s and clinical intern students.
  • Work in collaboration with Director of Programs Operations/Quality Assurance to ensure all agency services are effectively and efficiently managed. Understand the role as part of an executive team and lead by example a model of collaboration, respect and service.
  • Recommend hiring, firing, disciplining of staff in consultation with immediate Supervisor.  This position may require the performance of other essential and non-essential job duties in addition to those enumerated above which will be determined at the discretion of the Executive Director.
Qualifications/Basic Job Requirements:
  • LMSW or LMHC.
  • Direct experience in OASAS programs.
  • Preferred - Knowledge of OASAS Residential Redesign.
  • Must have a proficient knowledge of Managed Care and Fee for Service.
  • Ability to perform under pressure, work independently and strong interpersonal, communication and presentation skills.
  • Must be willing to have a flexible schedule including weekends if needed.
  • A minimum of twelve years' experience in the chemical dependence field, seven of which must be in a supervisory capacity. Experience coordinating and/or directing a substance use disorder program (preferably residential treatment).
  • Expertise in clinical supervision and program development is required. Proven experience managing grants and departmental budgets. Must be able to work under pressure and work independently. This individual must be able to work effectively as part of an interdisciplinary treatment team and with other executive staff.
Related Skills or Knowledge: Demonstrated knowledge and skills related to persons with extensive history in the judicial system, HIV/AIDS, and mental health treatment. Proven competence in third-party billing (e.g., Medicaid, Medicare).
Other Requirements: Bilingual English/Spanish is a plus
Salary Range:  70,000 to 75,000
