QED Systems, LLC, is currently recruiting a Security Management Specialist to join our team at Fort Belvoir, VA to support our customer, Project Manager Terrestrial Sensors (PM TS).

Duties:

  • Develops plans, policies, and procedures for the implementation of security practices in accordance with (IAW) Department of Defense (DoD), Department of Army (DA), and PEO IEW&S regulations and guidance.
  • Develops plans and procedures to maintain an effective overall Operational Security (OPSEC) program IAW AR 530-10, Operations Security.
  • Maintains continuous review of security classification guides and operational security plans in coordination with Headquarters technical personnel.
  • Identifies security weaknesses and deficiencies, informs the appropriate management official, recommends appropriate corrective action, and provides follow-up activities.
  • Identifies resource requirements for security operations and recommends actions to meet the commands security needs. Studies current and contemplated PEO IEW&S operations to determine security factors and OPSEC implications.
  • Conducts required security evaluations and inspections. Ensures that security programs comply with controlling regulations and directives.
  • Develops access rosters and procedures to be implemented for personnel who have access to classified material.
  • Administers the PEO's Freedom of Information Act Program and performs related security duties as required.
  • Administers the Security Education Program. Develops instructional material; and plans, schedules, and conducts training for and/or provides briefings to employees.
  • Coordinates training requirements with outside agencies having jurisdictional responsibility to provide training, i.e., Military Intelligence and Defense Investigative Service.
  • IAW AR 380-10 Disclosure of Information and Visits and Accreditation of Foreign Nationals, ensures that representatives of other DoD agencies, foreign countries, etc., when visiting the PEO have required security clearances, and/or proper DA approval for such visits.
  • Assists in the development of public affairs releases containing information protected by OPSEC and assists with the public affairs program within organization.
  • Analyzes and evaluates the public affairs program needs and/or issues to advise and recommend solutions to senior management officials.
  • Reviews acquisition plans, government contracts, pre-award and/or draft solicitations for procurement, security classification guides, and Statements of Work (SOW) to ensure compliance with acquisition policy and incorporation of appropriate security clauses. Reviews DD Form 254 (DoD Contract Security Classification Specification) for contracts involving classified information.
  • Evaluates the effectiveness of existing security practices IAW Army Regulation (AR) 190-13, the Army Physical Security Program.
  • Conducts frequent inspections in compliance with AR 190-51 to ensure that proper physical security safeguards are maintained, and PEO IEW&S personnel are fully aware of such requirements.
  • Assesses the facilities' physical acceptability for possession of classified and/or sensitive information.
  • Provides technical advice and assistance of types of locks and other security devices authorized for a particular area or use.
  • Establishes and maintains an effective visitor control program and access controls to ensure that only authorized personnel are admitted to secure facilities and that individuals who are not cleared but require access are properly escorted. Conducts preliminary investigations of known or suspected penetrations of physical security safeguards.
  • Assists with the antiterrorism/force protection program.
  • Develops local security policy, monitors deployment and utilization of intrusion detection systems, duress alarms and access control devices to assure adherence to all applicable guidance.

Required Skills & Experience:

  • Knowledge of general office administrative and clerical procedures.
  • Skill in interpersonal relations.
  • Ability to communicate orally and in writing.
  • Ability to prepare and/or edit written correspondence, ensuring proper use of English grammar, spelling, and punctuation.
  • Ability to gather, analyze, and present facts.
  • Ability to identify problems and develop innovative solutions.
  • Ability to interpret and apply rules, regulations, and procedures.

Required Clearance:

  • ACTIVE CLEARANCE LEVEL REQUIRED: Secret

Qualifications:

  • Associate degree required. Bachelor’s degree preferred.
  • Minimum of three (3) years’ experience supporting DOD and experience in program protection and/or security, assisting in management of Government security requirements, and completing security forms.

Travel:

Less than 10% travel expected for this position.

Work Environment:

This position will be co-located with the customer and other contractors in Government office spaces.

Position Type/Expected Hours of Work:

This is a full‐time position, Monday through Friday. Flexibility around core hours.
