Job Description

GENERAL DESCRIPTION: Manages the Marine Casualty Investigations program and oversees the administrative support/coordination of department work to ensure compliance with the company and Regulations and International Conventions. Leads efforts to coordinate with other departments, Regional Offices, shipping companies, and other maritime partners as directed by the Director of Marine Investigations to ensure timely, accurate completion of investigations, reports and sharing of lessons learned/best practices across the fleet.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Manages investigations of marine casualties, pollution, alleged violations of Maritime laws, rules and regulations, and International Conventions

• Assists the Director in the preparation, drafting and submission of required reports to the IMO database and conducting trend analysis.

• Oversees the scheduling of Investigator attendance onboard ships and following up with DPA and Investigators when needed.

• Assists the Director in reviews of legal aspects of investigations; evaluates and prepares draft summary of findings, recommending actions as appropriate.

• Prepares legal opinions, agreements, correspondence, and reports as directed.

• Maintains statistics of measures of effectiveness and analyzes trends.

• Monitors communications with ship owners, ship managers, and investigators to ensure accurate and timely responses to inquiries.

• Assists the Director in the review of new or amended international requirements in preparation of updates/revisions of Administration guidance to ensure proper and timely application.

• Advises staff and clients in the application of Maritime Laws, Regulations, and international conventions/treaties.

• Oversees and maintains electronic filing systems, documents and forms related to the Company Quality Management System and other records.

• Reviews maritime publications and other resources for use by the Department.

• Oversees the creation of invoices for direct billing of fees.

• Oversees the training and supervision of investigations assistance staff.

• Carries out Marine Casualty Investigation onboard vessels as directed.

• Performs other duties and projects as required by the Director and Senior Management.

GENERAL QUALIFICATION GUIDELINES:

Experience, Education and Certification

• Bachelor of Science, Maritime Transportation/Engineering or Equivalent

• Experience and qualification in marine casualty investigations

• Licensed Deck or Engineer Officer with a minimum of 3 years of sea services
