Job Description

Job Overview:

As a Sr. Project Manager specializing in cloud application migration, you will be responsible for overseeing the successful migration of applications for the National Highway Traffic Safety Administration. This role requires strong project management skills, in-depth knowledge of cloud computing technologies, and IT certification in project management.

The Senior Project Manager (PM) shall apply broad management skills and function or technical expertise to guide project teams and delivering client solutions or manage day-to-day expectation. The PM analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components; Establishes and maintains technical and client-related reports and deliverables to show progress of projects to managers, customers; Organizes team to meet required delivery.

Key Responsibilities:

1. Project Planning: Develop comprehensive project plans, including scope, timelines, budgets, and resource allocation, in collaboration with stakeholders, to ensure successful managing application migration to the cloud.

2. Stakeholder Management: Coordinate and communicate with various stakeholders, including business leaders, technical teams, and vendors, to align project objectives, gather requirements, and ensure collaboration throughout the migration process.
3. Risk Management: Identify potential risks and develop mitigation strategies to ensure smooth migration and minimize disruptions during the transition.
4. Cloud Technology Expertise: Possess a deep understanding of cloud computing platforms (such as Amazon Web Services, Microsoft Azure, Google Cloud, etc.) and their respective services to select the most appropriate solutions for application migration.
5. Team Leadership: Lead cross-functional teams, including developers, system administrators, and quality assurance specialists, to execute application migration projects, motivating team members, and fostering a collaborative work environment.
6. Project Monitoring and Control: Monitor project progress, track milestones, and evaluate performance against established metrics. Implement corrective actions when necessary to keep the project on track.
7. Quality Assurance: Ensure that migrated applications meet predefined quality standards and comply with security protocols, data privacy regulations, and any relevant industry-specific requirements.
8. Documentation and Reporting: Create and maintain project documentation, including project plans, status reports, and post-migration analysis, for future reference and organizational knowledge sharing.

9. Utilizing and developing PowerApps solutions to streamline project management processes, enhance collaboration, and support Agile practices within the organization.

· Managing the development of Sharepoint sites and tools

· Working knowledge of AI/ML in order to manage AI / ML emerging technology projects

· Leading the development of an automated project status report that integrates with Jira/Confluence.

· Leading the development of an IT Portfolio Dashboard that will support multiple levels of stakeholders.

· Leading projects and introducing new software solutions

·Adopting NHTSA DevSecOps and CICD procedures to ensure that application environment and tools are integrated with the Cloud Hosting to facilitate continuous integration and deployment into preproduction environments such as Development, Test, and Stage environments.

Required Qualifications:

1. Project Management Certification: Possess a recognized certification in project management, such as PMP (Project Management Professional) or PRINCE2 Practitioner, to demonstrate a strong foundation in project management methodologies.
2. IT Expertise: Extensive knowledge of cloud computing technologies and platforms, including IaaS, PaaS, and SaaS models. Familiarity with cloud migration methodologies and best practices.
3. Experience: Proven experience as a project manager, preferably managing cloud application migration projects. Past experience leading teams and managing multiple project stakeholders is highly desirable.
4. Communication Skills: Excellent verbal and written communication skills to effectively engage with stakeholders at various levels and convey complex technical concepts to non-technical audiences.
5. Analytical Thinking: Strong problem-solving and critical thinking skills to identify potential issues, analyze dependencies, and propose innovative solutions during the migration process.
6. Time Management: Exceptional organizational skills and the ability to prioritize tasks, manage resources efficiently, and meet project deadlines in a fast-paced environment.
Preferred Qualifications:
1. Cloud Certifications: Additional certifications related to cloud platforms, such as AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect, or Google Cloud Certified - Professional Cloud Architect.
2. Agile Project Management: Familiarity with Agile methodologies, such as Scrum or Kanban, would be beneficial for managing complex cloud migration projects with iterative development approaches.

· Minimum 10 years of experience IT project management preferred, with a focus on IT Solutions methodologies and conducting assessments within complex IT environments.

· Strong knowledge of modernized, technical trends in the industry.

· Proficient in SharePoint

· Knowledge of Jira/Confluence

· Strong written and verbal communication skills, with the ability to convey technical information to both technical and non-technical audiences.

Strong understanding of how to use and develop solutions using PowerApps to optimize project management processes.
