Job Description
Under general direction, the legislative policy analyst is responsible for providing legislative research and analysis on a wide and diverse number of subject matter issues associated with municipal roles, including policy committees and other stakeholders. The position requires that the individual has the ability to help develop and implement strategies and tactics in order to influence the development of laws, policies, budgets, and regulations for state and local programs that affect cities.

Essential Functions:

  • Assist in identifying, analyzing and developing recommendations for the League on state and federal policy issues that affect municipalities.
  • Research legislative issues and compile data to support the League’s lobbying efforts on proposed legislation and rulemaking.
  • Monitor state and federal legislation that may affect Florida’s municipalities.
  • Follow trends in municipal budgets and monitor revenue sources.
  • Analyze the state budget and report relevant changes that affect municipalities.
  • Assist lobbyists in following state agency activities and meetings as directed.
  • Develop, coordinate and promote the legislative department’s research activities, including assisting with conducting short term studies and research projects, developing research reports on a variety of topics, collecting and disseminating information and data.
  • Respond to requests for information from city officials, state agencies, state cabinet officials and staff, and others.
  • Respond to inquiries from League members, and state agency and legislative staff regarding subject matter issues.
  • Establish and maintain relationships with other state municipal leagues. Including, but not limited to, coordinating informal quarterly meetings with legislative staff.
  • Assist lobbyists with presentations of issues to Legislature, League members and staff.
  • Strategize legislative fixes through amendments or maneuvers to support lobbying efforts.

Knowledge, Skills and Abilities:

  • Ability to manage multiple tasks, with a high attention to detail, including organizing and coordinating complex projects.
  • Capacity to foresee needs and take initiative.
  • Knowledge and understanding of local and state government structures.
  • Knowledge of the techniques and procedures used in research and analysis, possessing strong analytical and writing skills.
  • Strong oral and written communication skills.
  • Ability to work effectively as a member of a team both internally and with outside parties.
  • Dynamic thinker with the ability to work independently with minimal guidance.

Training and Experience

Degree from an accredited college or university in Business, Political Science, or a related field. Experience working in local or state government operations is preferred, or association related experience.
