Job Description

JOB PURPOSE:  Responsible for meeting the correctional facility requirements set by the state and certification board by directing, managing, administering, operating, and controlling all security activities of the direct supervision jail in compliance with Maine law, jail standards, professional correctional practices and American Correctional Association Standards for adult local detention facilities. Work includes planning, organizing, direction, and coordinating the security programs. This position is 40 hours per week, with a full benefits package.  Pay is commensurate with experience, with an approximate pay rate of $35.34 per hour.

QUALIFICATIONS: 

  • Valid driver’s license.
  • Successful completion of the Maine Criminal Justice Academy Basic Corrections Course or waiver.  
  • High School Diploma required; higher education degree in criminal justice or related field preferred.
  • Minimum of five years’ experience managing and operating security systems, correctional staff and practices in a correctional setting.
  • Accreditation and compliance experience in maintaining standards with expected practice proof preferred.
  • Demonstration of increasingly responsible positions in adult corrections at the supervisory/management level.
  • Equivalent combination of education, training, and experience will be considered.

MAJOR RESPONSIBILITIES:

  1. Ensures a quality facility by maintaining the custody, security, and discipline of the inmates assigned to the facility; oversees the monitoring of Security Threat Groups.
  2. Ensures compliance with Maine Law and Department of Corrections standards; maintains correctional accredited standards with the American Correctional Association, National Commission on Correctional Health Care by developing, implementing, and monitoring the security policies, procedures, and practices of the Cumberland County Jail.
  3. Ensures proper jail security by maintaining an appropriate staffing plan of supervisory staff and corrections officers necessary to maintain the Cumberland County jail security and to supervise/control the inmate population according to identified classification levels.
  4. Oversees planning, organizing and direction of the offender transfer system and internal bed management to ensure unit management of boarder housing units and meet expectations with required standards.
  5. Oversees the supervision, scheduling, instructing, training and ensuring the safety of assigned custody staff and offenders
  6. Monitors the daily facility activities of offenders and custody staff to ensure adequate follow-up and security of the facility.
  7. Conducts annual review of facility operations.
  8. Ensures compliance by monitoring adherence to all applicable policies, procedures and directives through completing internal compliance audits. 
  9. Handles inmate grievances or complaints pertaining to the security practices of the jail by reviewing, investigating, responding to, and resolving concerns.
  10. Meets security requirements by establishing and maintaining a system to inspect and maintain all communications, and video monitoring security equipment via daily security inspection oversight. Assists in formulating facility security procedures and compliance.
  11. Directs overall supervision of Corrections Supervisors, Correction Officers, offenders and daily engagement.
  12. Maintains staff by providing annual training opportunities to employees and remedial training to address employee corrective action.
  13. Oversees management of the restrictive housing unit and special management at the facility.  Ensures all required best practices required by accreditation standards are met.
  14. Meets correction requirements by ensuring that inmate visits are taking place, and rules and regulations are being followed; oversees facility entrance procedures, and coordinating professional and special visits.
  15. Serves on the Administrative Restrictive Housing Review Board charged with the responsibility for assessing and evaluating the mental and physical state of inmates kept in closed custody. 
  16. Review Staff Use of Force incidents in area of responsibility; coordinates and activates the Correctional Emergency Response Team (CERT).
  17. Ensures facility security by establishing and maintaining inner and outer perimeter security at the jail; oversees the facility search plan and maintaining a search team.
  18. Ensures staff has proper uniforms and equipment to perform assigned duties by monitoring purchases and overseeing the inventory control section.
  19. Ensures the cleanliness and condition of the facility by overseeing the completion of environmental health safety and fire inspections; ensures the facility housekeeping plan is enforced and followed.
  20. Maintains proper staff performance by coaching, counseling, and disciplining employees as necessary; monitors, and evaluates job results. In addition, responsible for the completion of annual employee performance evaluations for supervised staff.
  21. Complies with federal, state, and accreditation requirements by studying existing and new legislation; anticipating future legislation; enforcing adherence to requirements; advising management on needed action.
  22. Maintains professional and technical knowledge by attending educational workshops; establishing personal networks; participating in professional societies.
  23. Contributes to team effort by accomplishing related results as needed.
  24. Supports the Sheriff’s safety and health policies by attending required safety training programs; reporting all accidents, and suspected safety hazards to supervisor.
  25. Fulfills job function by participating as an active member in training; participating on Sheriff task forces and performing other responsibilities as assigned.
  26. Designs and develops system improvements by conferring with departmental personnel and other correctional professionals.
  27. Assists in the budget planning process by ensuring appropriate data and evaluations are compiled for the jail administrator; prepares and administers the budget of assigned areas of oversight; prepare cost estimates for budget recommendations; submits justification for requests; approves, monitors and controls expenditures and internal audits of division’s property.
  28. Reviews reports submitted by subordinate supervisors and conducts follow-up.
  29. Assumes full responsibility for the institution in the absence of superiors during an assigned shift, holiday and/or weekend duty officer coverage.
  30. Performs similar or related work as required, directed or as situation dictates.
