Job Description

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO's Mitigation References team invites applications for a full-time Associate Mitigation References Analyst.

The Associate Mitigation References Analyst will provide analysis and technical expertise on power market performance, trends, efficiency and competitiveness in the New York State energy and capacity markets through studies, periodic reporting, and audits. This includes analyzing NYISO markets to identify conduct inconsistent with competitive behavior, trends in market prices and behaviors, and potential market design flaws.

Evaluate variable cost data submissions for determination of generator reference levels within timeliness requirements, including review and analysis of data in consultation with the external Market Monitoring Unit (MMU) within specified timeline targets.

Provide support for on-site audits and engineering studies used to monitor and analyze generator performance in New York State energy markets. Assist in the implementation of the Market Power Mitigation Measures as applicable to the Installed Capacity markets in order to ensure competitive outcomes in the wholesale power markets. Provide support for developing and coordinating implementation of departmental compliance program and development and administration of consulting services agreements. Assist in the process of administering potential penalties and sanctions against Market Participants.

ESSENTIAL DUTIES and RESPONSIBILITIES

  • Assist in performing financial evaluations of new and existing power plants and transmission line projects, including calculating the net cost of new entry, going forward costs, avoidable costs, and net energy revenues.
  • Help write requests to Market Participants and attend teleconferences in order to perform due diligence on project costs, financial parameters, and modeling assumptions.
  • Assist in the drafting of written reports documenting financial evaluation results and due diligence efforts.
  • Assist with development and coordinated implementation of department compliance program, ensuring compliance through documentation and updating of key processes and procedures, well understood controls, and clear accountability.
  • Support development of new consulting services agreements and administration of agreements including analysis of charges, budget tracking, and review of invoices.
  • Assist in the production of short-term and long-term market studies in areas such as energy, ancillary service, virtual bidding, external transactions, load, transmission and Transmission Congestion Contract (TCC) for review by department and senior NYISO management, members of the NYISO Board of Directors, market participants and regulators.
  • Review, analyze and provide early notification of market issues to Market Mitigation & Analysis management.
  • Produce written reports explaining issues and findings.
  • Communicate results of analysis/studies to technical and non-technical audiences.
  • Assist in the timely response to customer inquiries as assigned.
  • Under mentorship of Analyst and Manager, analyze data using analysis tools and statistical analysis to study changes in market design, trends, competitive structure, market power and other topics as assigned.
  • Participate in the production of reports including daily, weekly, monthly, capability period and annual reports for senior NYISO management, members of the NYISO's Board of Directors, market participants and regulators.
  • Develop skills to perform Market Mitigation and Analysis ("MMA") procedures including fuel updates, generator reference updates, reference level change request and mitigation consultation requests.
  • Develop understanding of NYISO proprietary software as well developing the understanding to perform essential functions within that software.
  • Participate in inquiries of external and internal issues. These include investigating claims of the exercise of market power and potential tariff violations and may include close work with the NYISO legal team and/or other NYISO departments.
  • Develop expertise in difference areas of the NYISO markets and participate in the NYISO working group functions.
  • Rotational on-call duties to ensure nightly loading of updated fuel prices and maintaining awareness of urgent reference level consultations.

QUALIFICATIONS:

  • Bachelor's Degree (BS, BS) in Mathematics, Business, Economics, Engineering, Industrial Organization, Computer Science or related technical field required. Master's Degree (MA, MS, MBA) preferred, or equivalent combination of education, training, and experience.
  • Zero – Three years related industry experience including experience conducting engineering studies and/or energy market related analysis.
  • Preferred: experience with the development and cost estimation of power plants and transmission line projects

ADDITIONAL REQUIREMENTS

  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write routine reports and correspondence. Ability to effectively present information to management and before groups.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
  • Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs.
  • Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, sit and use hands to perform routine office tasks. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENT
The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
