GIS Analyst (Applications Development)

Position Overview

We're seeking a highly skilled Application Development Analyst C. Advanced (GIS) to join our team. In this role, you'll play a vital part in supporting the Application Services Office with their System of Engagement (SoE). Your key contributions will center around developing and deploying cloud solutions, providing GIS expertise, and executing various activities as outlined in the primary job duties.

Qualifications

• Bachelor’s Degree in Geography, Computer Science, Information Systems, or a related field. Equivalent work experience will be considered.
• Minimum 8 years of experience in web-based application (e.g., ESRI WebApps) development with ArcGIS Enterprise.
• Minimum 5 years of proven experience with ArcGIS Enterprise.
• Minimum 5 years of proven experience with ArcGIS Portal management.
• Minimum 8 years of experience with ArcGIS Online.
• Experience with SQL Server & Geodatabase management.
• Minimum 5 years of experience with ArcGIS for Desktop and Extensions.
• Minimum 5 years of experience with ArcGIS Pro and Extensions.
• Experience with developing and maintaining documentation, including metadata.
• Experience with Mongo, Express, React, or Node JS (MERN), .Net Core, Entity Framework, SQL Server, or Angular is highly desirable.
• Minimum 5 years of experience with developing Cloud solutions or web-based ArcGIS APIs (ESRI JavaScript API, ArcGIS REST API, Portal API, etc.).

Primary Job Duties

• Assist with the GIS System of Engagement (SoE) in the development and deployment of cloud solutions to optimize resource utilization and connectivity.
• Assist with the AASHTOWare systems in their maintenance and upgrade process.
• Support the Application Services Team in optimizing existing processes, applications, legacy systems, databases, and web interfaces to meet emerging business needs.
• Collaborate with internal and external customers to gather requirements, develop deliverables, and perform data analysis for effective information-sharing and technology adoption.
• Provide technical GIS support to FDOT Central Office/Districts in the use of GIS web map services and ArcGIS Enterprise (Portal & ArcGIS Server).
• Provide technical support related to ArcGIS Online, ArcMap, ArcGIS PRO, ArcGIS Portal, AASHTOWare, and related extensions and add-ons.
• Assist in the design and implementation of ArcGIS, ESRI WebApps, and AASHTOWare projects.
• Support the installation, development, and management of ESRI ArcGIS Enterprise Environments and ESRI desktop software.
• Perform additional technical assignments in support of Application Services, including Portal user account management and metadata maintenance.

Key Skills & Abilities

• Demonstrated expertise in ArcGIS Enterprise and ArcGIS Portal management (minimum 5 years).
• GIS data management, including governance practices, metadata creation, and maintenance.
• Solution-oriented customer interactions for streamlining workflows.
• Installation and configuration of the Esri software suite.
• Knowledge of Mongo, Express, React, or Node JS (MERN) preferred.
• Proven ability to coordinate with the Transportation Technology Office for application development, testing, and deployment.
• SDE Geodatabase design and management.
• Assisting the Transportation Technology Office with application troubleshooting and issue resolution.
• Support and execution of GIS software and web application upgrades.
• Migration of existing applications to the GIS Enterprise platform.
• Creation, publishing, and sharing of map and data services within the ArcGIS suite.

Schedule: Hybrid with required in-office presence. Minimum of three (3) full days per week on-site. Flexibility to work between 7:00 AM & 7:00 PM and/or Saturdays as needed.
