Job Summary


This is highly responsible administrative, supervisory, and technical work relating to the overall activities of a county government. An employee in this class is responsible for administering and coordinating various activities as assigned and for providing policy development and implementation assistance to the Fiscal Court.

This position reports to the County Administrator and a member of the Senior Management Team. Duties are performed under limited supervision.


Major Essential Duties

  • Responsible for the overall management and development of the Human Resource Department staff, policy and processes.
  • Development and oversight of assigned budgets.
  • Provides necessary information for audit purposes to include maintenance of needed items for audit.
  • Designs and oversees recruitment efforts for all personnel. Includes recruitment and onboarding, pre–employment checks, new hire paperwork/orientation/training to exit interview management.
  • Assists with the development and revisions of all county’s job descriptions, maintains employee files, medical files and other forms related to the functions of human resources, along with confidentiality of those files. This includes HRIS management.
  • Responsible for the development and maintenance of the management and performance appraisal systems; coordinates annual performance evaluation process, offers training and assures results are available for appropriate review.
  • Manages the administrative procedures such as employee orientation and training, hiring, procedures, and organization of main file system.
  • Responsible for making recommendations and implementation of Human Resource issues such as pay scale, evaluations, job openings, discipline, employee benefits and others related issues. Advise County Administrator and Judge/Executive on appropriate actions as required by the County Administrative Code. Present hiring recommendations to the Boone County Fiscal Court.
  • Provides information for the Judge/Executive, County Administrator and Commissioners as requested.
  • Acts as risk manager by performing duties such as oversight of accident/ Workers Comp claims.
  • Recommends to the Fiscal Court the adoption of such measures as deemed beneficial, appropriate for the health, safety, and welfare of the county, and for the improvement of administrative procedures and compliance with OSHA and ADA Standards; implements directives of the Judge/Executive, County Administrator and Fiscal Court.
  • Ensures compliance with state and federal rules as they apply to Human Resources.
  • Manages employee relations for the agency. This includes working with Department Heads on personnel issues; keeping the Judge Executive and County Administrator informed and consulting legal counsel when necessary.
  • Recommends, evaluates and participates in staff development / training for agency.
  • Responsible for the development, recommendations and administration of policies and procedures around all aspects of human resource management including the Administrative Code.
  • Facilitates annual review of administrative code. Ensures policies are understood and adhered to by Boone County Fiscal Court personnel.
  • Manage and administers all benefits plans. This includes meeting with vendors/brokers, setting up plans, managing open benefit enrollment periods and employee questions related to their benefits.
  • Coordinates the administration and serves as the Plan Administrator and HIPPA Compliance Officer of the County’s self-funded health insurance program.
  • Coordination and reporting in agency insurance plans, specifically those related to Human Resources; such as Affordable Care Act, EEO reporting, retirement compliance and reporting, workers compensation and unemployment.
  • Ensures EEO and ADA standards and provides training as required. Serve as ADA Coordinator.
  • Represents the county as directed by the Judge/Executive or County Administrator to various civic and public groups, the news media, and other appropriate organizations.


Minor Essential Duties

  • Assists with planning of employee related events
  • Prepares records and reports for the fiscal court as requested
  • Handles citizen complaints and inquiries
  • Participates in senior staff and Fiscal Court meetings as needed
  • Manages employee wellness plan to include oversight of the Health Fairs
  • Attend training and other activities to stay informed on HR issues
  • Performs other related duties as required

Supervisory Responsibilities


  • Manages all HR staff.


Relationships


  • The Human Resource Director performs duties within the Human Resource Department and is a member of the Senior Management Team under the direct supervision of the County Administrator.


Requirements:

Qualifications

  • Education and/or Experience


  • Graduate of a four-year college or university with a degree in a related field such as Human Resource Management, Psychology, Business Administration, Public Administration or other relevant program, supplemented by considerable progressively responsible Human Resources experience; Advanced degree encouraged; a combination of training and experience which provides the desired knowledge, skills, and abilities may be evaluated to meet this requirement.

  • Independent judgment is required to plan, prioritize, and organize diversified workload.
  • Advanced computer skills, proficiency in the use of Microsoft Office applications.
  • Strong Human Resource knowledge.
  • Must have high level of interpersonal skills to handle sensitive and confidential information. Position continually requires demonstrated poise, tact and diplomacy.
  • Work requires attention to detail in composing, typing and proofing materials, establishing priorities and meeting deadlines.
  • Ability to organize and maintain various records and projects.
  • Must be able to work in a fast-paced environment with demonstrated ability to juggle and prioritize multiple, competing tasks and demands and to seek supervisory assistance as appropriate.
  • Must be a self-starter and willing lead by example within the administrative team
  • Ability to write effectively; prepare clear and concise reports, which accurately portrays the subject matter.
  • Ability to read and comprehend written reports, training materials, etc., and to communicate this information to others; ability to train people that may have varying degrees of education and previous training.
  • Ability to handle and analyze data and accurately present budgets, results, and statistical information.
  • Ability to work effectively on a daily basis with limited supervision.
  • Ability to train individuals in the use of the computer software system, including the creation and documentation of policies and procedures within the departmental function.
  • Possession of or ability to obtain promptly, a motor vehicle operator’s license

  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of complex and technical information, and instructions. Ability to solve practical problems, and deal with several abstract and concrete variables.
  • Ability to read, analyzes, and interprets policies, procedures, and government regulations. Ability to respond to sensitive inquiries or complaints from the general public, business community and regulatory agencies.

  • Human Resource certifications (SHRM -CP or PHR) preferred.
