Title: Information Technology Specialist

Supervisor(s): IT Manager

Department: Administration

Effective Date: October 1, 2016

Job Summary
To protect the information assets of SHS by establishing, documenting and managing access and usage of network, computing and information resources.

Duties and Responsibilities

  • Manages user security accounts; not limited to creating, enabling, suspending and disabling accounts per direction of management, violation of SHS Policies and Procedures or determination of abuse by IT.
  • Manages user security and access; not limited to issuing login credentials, managing user access privileges and security role assignments.
  • Manages resource utilization; not limited to monitoring and logging user access to network, computer and information resources.
  • Manages network access security structures; including Windows Active Directory, Group Policies and other software used to manage resource access and user security.
  • Assists in HIPAA security compliance efforts; including participating in the preparation and execution of Security Risk Assessments.
  • Works closely with 3rd Party IT Support Vendors.
  • Identifies security vulnerabilities and recommends solutions to address risks.
  • Determines security violations and inefficiencies by conducting periodic audits.
  • Creates, publishes and maintains end user support documents; including but not limited to end user procedures documenting how to utilize SHS network, computer and information resources.
  • Performs software maintenance updates and security patches as necessary or according to regularly established maintenance schedules. Including Windows Updates, antivirus, firewall and other device updates.
  • Performs server and firewall audits as necessary or according to regularly established maintenance schedules. Including Event Log and hard drive audits (free space, monitoring of designated folders, etc).
  • Maintains and regularly audits network and computing asset inventory.
  • Helps monitor and enforce SHS IT Policy and Procedures for proper utilization of computer, network and information resources by employees.
  • Ensures proper disposal and decommissioning of retired, discontinued or inoperable IT equipment.
  • Communicates effectively with management regarding IT issues and identified concerns.
  • Maintains a help desk system (trouble ticket) to log creation and completion of IT and user reported issues.
  • Provides help desk support for end users. Including password resets, end user security and troubleshooting assistance involving computer, printer, device, Microsoft Office, software and network resources.
  • Communicates effectively with end users regarding software and hardware maintenance schedules and network/resource outages.
  • Coordinates with manager to schedule maintenance outages for software and computing resources.
  • Maintains and administers network security software; including antivirus, firewall and other endpoint security software.
  • Identifies computer improvements and upgrades to improve end user experience while working within budget constraints.
  • Identifies server and network improvements and upgrades to improve infrastructure performance while working within budget constraints.
  • Monitors network and server logs to identify security, performance and trouble events that need remediation or additional course of corrective action.
  • Responsible for identifying employee equipment needs; computers, scanners, printers, etc.
  • Develop new and existing user procedures and training material for commonly encountered issues.
  • Other duties as assigned.

Travel and Availability

  • Will need to travel between health center sites.
  • Availability for scheduled after hours maintenance and upgrades.
  • Availability to provide on-call and after hours support to end users while working at home or away from the office.

Position Type/Expected Hours of Work
Full-time Exempt position. Occasional evening and weekend work may be required as job duties demand.

Credentials and Experience

Required

  • Associates Degree or 2 Years Technical Training
    1. Focus in Network Security
  • A+ or equivalent certification.
  • Detail oriented and organized
  • Excellent oral & written communication skills & exceptional customer service skills

Special Requirements

Requires sitting, standing and walking for extensive periods of time. Requires working under stressful conditions or working irregular hours. Requires frequent exposure to communicable diseases, body fluids, toxic substances, medicinal preparations and other conditions common to a clinic environment. The employee frequently is required to reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to work with a moderate noise level in the work environment is required.
